It would take a stupidly powerful ability to take in an entire city's surface as eyes. Far more likely is that it only displays images linked to specific keys. Like... unaccompanied children, glowing eyes, mention of Lena Veda or other people involved in... I wonder if he's really bleeding from the eyes, because no one else is reacting to it in any way, and the blood appears to be gone in the last panel.
This could just be that the kids are just used to people bleeding from their eyes when doing stuff like this (which is depressingly likely) and the blood not being there is just artistic license. But I'm wondering if Gazz has had his eyes bleed so often when doing magic that it's just become part of his magic mental image (i.e. the bleeding eyes is more in his head than in reality).
Could be talking out of my ass though.
