Hint: When the fog makes sounds, it is not just fog. - The JSP obviously never played any RPG located at the Village of Barovia, otherwise they would treat fog a LOT more seriously.
... Welp. I didn't suspect it would happen now, this feels EARLY, but I'll posit my theory here:
JSP Agent #1 is dead. This isn't him leading them into the fog.
He went off on his own and shot at a cat, right? I theorize he was replaced then. The cat was, as previously mentioned, meant to throw us off.
I'll note that he was quick to abandon Noah, and while his reasoning for it (we don't need him anymore and he's going to be a problem getting across) may be valid, but... it also feels foolish. What if their target MOVES from the big obvious spot Noah said she was at? Noah's utility here isn't just pinpointing her current location, it's being able to track her wherever she goes.
So I think he's a horror plant.
