I wonder if anyone is even left alive besides our gang at this point. They did dive into the storm instead of hiding, but this was nearly unsurvivable for the strong.

To be honest, I don't really know if there'd be a really good way to break something like this. Rather than pussy-footing around it, it's better to just get it over with.

Most of the magic kids are probably alive. Catz mentioned that the nightmares used Malhart's paint to rapidly spread, but since the military base didn't have any, it was basically a safe spot.
Noel presumably wasn't strong as a child yet still survived the original incident, so some of the normies outside are probably still alive too. But likely not many of them.

Well we know the military base, and therefore the other kids are safe, at least Catz said so in page 2903.
As for the Citizens, I remember Noell saying somewhere that it would take a few days for the nightmares to kill everyone, but he also clearly underestimated the situation.
