Quick thought: I remember in Burk Vs. Pirate of the storm arc, there was talks about research done to turn ordinary people to magic users, and how Moe the shifter may be proof that it has been successful, but they don't know how.
Could this be the method? By binding those spirits to them, willingly or forcefully? maybe with a spirit contract like what Evyle did?
