It is very possible Tobi comes from one of many technomancer temples.

Reminds me of that character from Skyrim who has a hypothesis about how the Dwemer (hyper-technological people who also vanished entirely and instantly long ago) disappeared and needs your help to acquire the items he needs to test it.
When you do give him the items, he makes his test, and... disappears instantly. Fortunately, just him alone this time.
