I remeber the Kingdom of Beastmen was mentioned by Noah in Page 1618, but why would the Beastking be marked as a criminal for making himself a home in a continent no one has any control over anyway... except maybe Heroland, as mentioned in the same page.
The Queen of Dolls probably took already claimed territory for her nation as her crime, but what would the crime of the Beastking be when no one owned his land before him? Succeeding where he is supposed to fail? I vote the Beastking

Okay so my last answer was off, but this time is different. I’m gonna vote Red Yellow. (The Enigmatic Darkness Knight)

Interrupting high profile parties, erasing buildings, and being un unkillable. Is all very impressive, but not as far reaching like all the others (mr red being to obvious to be a choice). You don’t become a world class criminal for crashing parties and making buildings vanish, when we have whole city sinkers and world class thieves to worry about.

@Theon - I doubt it, "Garth" didn't even *have* an afro, let alone such a glorious one.

With the image of Emporio revealed, my pet theory that he was Mr. King looks rather scuttled. There's still probably some relation given armor similarities and some shared eccentricities, but I see no way to confuse Mr. King with this Vegeta-looking fella.

Finally, my vote's on Blue Bird. No reason, just feel like it.

Oh, and it's Sunny! He's a cool dude!

I do wonder if theft alone is enough to get you on the list? Everyone else is implied to be doing mass murder tier crimes, but they're the only one noted to be nonviolent. Though Beauregard is on the list too. So maybe.. The Beast king. His description doesn't actually say he did anything wrong at all.

Also, @The_Squished_Elf, I'm pretty sure that Garrimon is number 3, not number 1. Since we've seen the White Haired Knight before, and he looks like that.

I recognize the name "Mr. Red" from earlier in the comic and I'm pretty sure he was brought up as one of the top 10, so Yellow-Red is a dud.
This leaves 1) Beastking, who I feel would only be a top 10 most wanted if racism is a REALLY bad issue in this world, 2) The Blue Bird who, while a criminal, is still just a thief and doesn't feel like they fit in among the other, more hardened criminals here, and 3) The Brass Queen, who I feel is in a similar situation as Beastking... between the three, Imma throw my hat in with Beastking being off the list.

I am actually curious about how this list is created. The top three did things that were far reaching and kind of offended everybody. But two of these are just heads of state of unpopular countries and one is "A bad dude" with no crimes listed. And Mr. Skull may run the largest criminal syndicate but I double it is many countries in size. Why do the other countries worry about it?

So they are all interesting characters, but this list confuses me.

I'm going for the pirate as well. The description doesn't necessarily sound like it lines up with what we know of Ariara, but it seems more likely than me getting the right answer from a random guess.

This all seems to be very political trivia. I guess they don't have regular celebrities?

Ariana was affiliated with the oceanic cartel, and the Burk arc confirmed she was not a current member of the top 10. She was also one of the three blights mentioned in the Noah arc. Assuming all the individuals actually exist, I would take this as confirmation the unnamed pirate is in the top 10 as this implies he outclasses Ariana.

The blights also include the Red Man, and I believe confirmed him to be one of the top 10. Sunny of course we already know about.

Of the remainder, Ariana’s story makes the Skull King seem likely to be in the top 10, along with similarly dangerous individuals. The Darkness Knight would also be in the top 10 for reasons similar to Sunny, coupled with his immortality, which makes him a bigger threat.

That leaves the Brass Queen, Bluebird, and Beast King. Bluebird steals magic artifacts some of which seemed to have been very important. Some of these might have been dangerous, but even otherwise the scale probably puts him on the list. That leaves the monarch’s. The Beast Men are feared for going berserk and being unstable. A beast man who is able to form a nation could be regarded as a particular threat, even in the Lost Continent. We don’t know much about Magilante except that it’s technologically advanced and most people don’t understand the tech very well (to the point where some devices are banned in certain countries). However, it’s implied to be largely composed of autonomous machines in a technical analog to the Lost Continent. If The Brass Queen didn’t conquer anyone, then she would not likely be seen as a threat, and may have leverage in the trade of technology. For this reason I believe she is the one who doesn’t belong.

For me, the difficulty is between the Dreaded Pirate and the Brass Queen. His story is the least congruous with the known world. "People" don't usually originate from the Dark/Lost Contintent (assuming they're the same place). The Brass Queen would pose a potential threat if she took territory from another extant nation - a high likelihood - but wouldn't pose a substantial or imminent threat if her nation was just a state of peaceful rogue automata.

I vote Dreaded Pirate (green-green).

I also notice that Three is two for two. We'll see if he keeps it up : )

Huh, I feel silly. Was wondering for the past few days why Tobi indicated she actually knew a tiny bit about this question, not remembering that she actually met Sunshine previously, who the Red Mind guys then informed her is the fourth most wanted criminal in the world. I have a hard time keeping track of all the characters/powers in this comic. ^^;
